The confrontation within Palestine, the participation of Great Britain, the United States, and the United Nations, and the impact of these events on Jews and Palestinian Arabs have all been endlessly chronicled. Surprisingly little attention, however, has been devoted to the question of how the Arab states entered the battle in the first place. In addition to tracing the events involved in the growing intervention by Arab states in Palestine, this book attempts to analyze two specific issues. How did internal conditions in the various Arab countries affect their involvement in Palestine? How did the network of alliances and conflict among the Arab governments shape their Palestine policies? How can one hope to understand the conflict without exploring this essential dimension? If Arab nations have spilled so much passion, spent many lives and so many billions of dollars over this issue—and remain willing to do so—the tale of how they arrived at this position must be a compelling and revealing one. This story should be expected to revea important principles of international relations and of the connections between domestic politics and foreign policy. In this sense, the 1948 Arab-Israeli war and Israel’s independence represent not only a beginning but also an end. These developments marked the failure of diplomacy and indirect intervention by the Arab states. They seemed to mark as inevitable an evolution of affairs which might often have taken alternative paths. The remnants of pre-1948 ideas and relationships continued to play an important role until 1956. By then, the collapse of the old order, the rise of a new type of Arab leader and of a new model of Arab politics gained the ascendancy. Yet the importance of the Palestine issue and the distinct roles and attitudes of the different Arab states had been largely set through their earlier experiences. One other point should be especially stressed here. Analysts and scholars often explain some aspect of an Arab government’s foreign policy by presenting it as an attempt to distract public attention from domestic problems. In this light Arab rulers are seen as the masters and manipulators of their political culture. On the contrary, given the powerful and widely accepted premises of Islam and of Arabism, Arab leaders themselves are often seriously constrained. The failure to take certain actions, which may be dangerous and against their personal or national interests, will expose them to the campaigns of domestic and foreign rivals. The ruler may become the subject and even the victim of such necessities. This theme will constantly reappear in the study, and it is an important component in the inner logic of Arab politics. When the research for this book began I confided my plans to an Arab historian. The idea was, I explained, to write about the efforts of the Arab states over Palestine, particularly in the pre-1948 period. “Oh,” he replied with a cynical smile, “they really didn’t do very much.” I hope this book will convince him otherwise.

Where are the six hundred prisoners armed with stolen guns and grenades attacking the Nazi guards, literally blowing up the death houses at Treblinka, and fleeing into the nearby Polish forests? Where are the suicide missions? How could the Russian people have gone to their incarceration, torture, and slaughter like lambs? Was fear of government retaliation so pervasive in the Soviet mind that it negated any and all forms of resisting, dissenting, and protesting? Why did the Jews, despite their relative few in number and the lateness of the hour, arm themselves in rebellion, while the Soviets of this period appear as pacifists in the face of a system which exemplified dialectical terrorism?The writer and Soviet dissident Alexander Solzhenitsyn (1918-2008), winner of the 1970 Nobel Prize in Literature, introduced the term Gulag to the Western world with the 1973 publication of his The Gulag Archipelago. The book likened the scattered prison camps to a “chain of islands” and depicted the Gulag as a system where people were essentially worked to death. In March 1940, for example, there were 53 separate camps and 423 labor colonies in the USSR. This essay attempts to glean the manifestations which occurred within the Gulag that can be characterized as inmates resisting, dissenting, and otherwise engaging in protesting-like activities. This objective is carried out by examining resistance in the Gulag archipelago through addressing the relevant portions of historical written works, including among other sources, Soviet historian Roy A. Medvedev’s Let History Judge: The Origins and Consequences of Stalinism (1972), Robert Goldston’s The Russian Revolution (1966) , two of Solzhenitsyn’s finest novels, Cancer Ward (1972) and The First Circle (1972), and of course, through our primary source, Solzhenitsyn’s The Gulag Archipelago 1918-1956: An Experiment in Literary Investigation. Parts I-II (1973). While written in 1974 as the author’s senior thesis as a Political Science major college undergraduate, some might question the dated nature of this essay given the collapse of the Soviet Union in 1991, and other subsequent reforms that have since taken place in Russia. But such would be short term focused and misguided, in the sense that the subject remains useful given that contemporary Russia, the former Soviet Union has, in many ways, failed to come to grips with the Stalinist era in Soviet history and its resultant tragic legacy and thus, Stalin’s infamously true reputation as a tyrannical leader and mass murderer of his own people. As David Satter (2011) powerfully observes in It Was a Long Time Ago, And It Never Really Happened Anyway: Russia and the Communist Past (Yale University Press) the elemental failing of Russia’s leaders and people is their refusal in facing the moral depravity of its Soviet past, including its most savage manifestation: Joseph Stalin’s terror. In addition to containing its original selected bibliography, prepared in 1974, this essay has been improved upon by adding a new, post-1974 era bibliography, reflecting some of the relevant subsequent developments and their related writings regarding the Gulag camps, Stalinist Russia, and surely, Alexander Solzhenitsyn and his related literary works.

This essay is a non-economists’ (there’s not a bit of math in it) inquiry into the US employment losses which have been happening for about a half century. Businesses have been reducing workers and their pay in order to increase shareholder profits. Many ways have been used to do this, but more and more computers and robotics are replacing workers. Well informed economists fear that in a decade or two such automation may eliminate almost half of US jobs! The worker reduction practice has been justified by economic theory which claims (though with dubious supporting evidence) that it maximizes productivity. This book argues that, even if this claim is correct, the practice damages the economy and the nation. Our economy is already massively productive, abundantly supplying our needs and desires. As the book title implies, no one needs nor wants such totally superfluous things as 1001 sex positions. Therefore, for the highly productive US economy to focus on more productivity is neither useful nor reasonable. The enormous US economy can provide a sufficiency for everyone, but only if everyone has a means of purchasing what is produced. To do this Americans need and want jobs and income. By diminishing workers’ incomes, and especially by diminishing the number of workers, this profits/productivity emphasis reduces consumer demand, thereby damaging the economy. Ultimately, and paradoxically, sacrificing jobs and incomes to increase productivity is self-defeating. Ultimately, job losses must diminish productivity simply because the workers who make things are also the consumers who buy them, and without jobs and income there will be no one to buy whatever is produced. Poorer workers weakens demand; fewer jobs destroys it. Continuing to place profits and productivity above workers threatens the possibility of an economic collapse worse than the 1930’s Great Depression. Yet no business dare not follow the jobs reductions practice since they might be driven out of business by competitors who do follow it. The economy therefore seems to be on the brink of a disaster. Some economists and others have suggested that, to prevent this, the government should give every citizen a minimal income; no questions asked; no work required. This essay gives several reasons why this suggestion is a bad idea. Instead it offers an idea for a program which will sustain jobs and worker income. If this idea can be developed and implemented it could help preserve the economy from the damage which the emphasis on profits and productivity has caused.

Lerner can get a little hot under the collar when addressing the more egregious, mean-spirited acts perpetrated by oldsters, and the fumes add a nice acrid bite to the proceedings. But mostly he has plain-spoken commonsense, backed by a thoughtful array of statistics, on his side as he asks that if we are going to demand that 18-year-olds are adults, they must be given a fair, equal shot at tapping into the many great potential benefits that come with those responsibilities. Lerner presents all the roadblocks young adults find as they pursue careers in medicine, law, academia and the corporate world—"[p]romotions do not come quickly when there are layers of older mid-level executives clamoring for the executive suite," especially when seniority is the measure of all things—as well as plenty of instances in which youth trumped age in thoughtful decision-making. Most of all, he makes the case for the youthful qualities of risk, thinking big and embracing innovation as a boon for the greater commonweal, and the importance of high-quality jobs being available, through merit, to young adults. Spirited and grounded, Lerner's condemnation of the institutional nature of youth discrimination and plea for fairness is, quite simply, right on.

the inability for capital, and therefore the state, to pay for the costs of producing a well educated workforce or to guarantee that investment in education will result in a more vigorous economy and increased living standards for those with qualifications. This breakdown, and the dogmatism of free market economics which seeks to alleviate it, has seen the imposition of a business rationale onto what previously had been regarded as the provision of a public service, sometimes even a public good in the UK and across Europe. From the investment of endowment funds on the market, to the conversion of students into (badly ripped off) consumers, to the no-frills fixed-term contracts being doled out to staff, to the speculative purchase of the future IP generated by scientific and technical departments, to the intended exchangeability of all qualifications under the Bologna Process, education is being ever more deeply determined by free market principles. With the ground changing this fast under staff and students' feet, the ability for collective action to fight the savage rounds of cuts has itself suffered as a result of a generalised precarity and fragmentation. Mute's interview with two organisers of last summer's strike at Tower Hamlets College reminds us that attacks on education workers and students are not soley motivated by financial concerns, but also comprise an attack on our working culture (our rights, values and expectations more generally). Despite the hostile conditions, we have nevertheless seen a persistent and recently growing wave of strikes, actions and occupations, both wildcat and union co-ordinated, breaking out around the world. Sixth formers, students, staff and those with a less personal stake in education are uniting in a new plane of struggle. However, a number of the reports included here stress the growing tension between the particularity of the cuts to the education sector and the more general 'public sector fight back' that is emerging. Despite the need to recognise the distinctions within the education sector itself (between academic staff and students on one hand, and non-academic staff on the other) there is a distinct danger of forming a coalition solely amongst students and workers who used to be students. The student occupation at Middlesex University over the summer of 2010, as well as the more recent spate of occupations and sit-ins in universities, schools, art galleries and other public spaces across Britain, have nevertheless ushered in a moment full of potential. Not only have they sought to be inclusive, but they have also shown the growing irrelevance of student leaders and old style mass-organising. Heidi Liane Hasbrouck's piece on the NUS's denunciation of the Millbank riot highlights this moment of self-realisation. There is a widening recognition of a need to self-organise and continually push at the borders of the possible. This is not '68 redux; and a better thing for it. All of this begs the question, will this fight-back be enough to save any residual quality and equality within education and its institutions? Following the Victory of Iran’s Islamic revolution in 1979 and the murder of Egypt’s President Anwar al-Sadat in 1981, many studies were undertaken and published on radical Islamic fundamentalist movements in the Middle East. During the following decade, however, Islamic fundamentalist movements did not come to power in any country. Furthermore, they failed to show the kind of growth in power, size or influence which many observers had expected. Consequently, it is necessary to analyze why the fundamentalists have not done better. This study deals with Egypt, the most important country in the Arab world. Certainly, Egypt had many problems in the 1980s which might conceivably have strengthened radical Islamic groups, whose apparent assets seemed to include a long-established Muslim Brotherhood and a revolutionary underground capable of murdering the country’s ruler. This book considers why other, contrary, factors remained uppermost in Egyptian politics. The book began as a research project for the Orkand Corporation. This book is about Greenland’s rapidly changing role in the world and about it’s complex connections to Denmark, its former colonizer. It is about Greenland’s possible secession from the Kingdom of Denmark, oil, uranium and the difficulties that Greenlanders and Danes often have when they try to talk about their common past and Greenland’s place in the new, global future. The first part of this book builds on my travels and encounters with Greenland’s politicians, fishermen, schoolteachers and intellectuals – including my old classmate from Maniitsoq, who became a very wise vicar in her hometown and now appears in chapter 3. Through all these conversations I learned just how dramatic the present wave of changes in Greenland are. Never before did I understand just how complex the desire for increased independence is, or how dramatic the clashes between old and new are, or how volcanic the debate over which path to choose for the future can be. This part of the book grapples with the political in-fights in Greenland and with the power struggles between Denmark and Greenland over resources, foreign policy and identity. My observations flow from my work as a journalist in Greenland and Denmark over the past years, where I worked for the Danish Broadcasting Corporation and other media outlets. I am Danish, I lived only two years in Greenland as a teenager, but I have come there often in later years. This report examines how national government policy, and particularly national grant systems, affected local governments during the “Great Recession” and its aftermath, which in many countries consisted of a period of fiscal consolidation designed to cope with a debt/deficit crisis. The author terms these two events, occurring over a four-year period from late 2007 through 2011, “the economic crisis.” Of particular concern are national government policy toward local governments and whether local government fiscal responses were counter- or pro-cyclical during the period of slow or negative economic growth. In other words, did national government policy promote additional local government spending during the recession (a counter-cyclical policy), or did it encourage reduced sub-national government spending (a pro-cyclical policy)? The paper also examines whether local government fiscal policy was consistent with stated national government policy, and whether and how the imposition of fiscal austerity policy and fiscal consolidation programs at the national level affected local government spending. The author concludes that:   Local government fiscal behavior is counter-cyclical in most countries during a recession, though in many cases less so than national government fiscal behavior.   Most national governments do attempt to affect local fiscal behavior during periods of recession and/or fiscal consolidation efforts. They do so through increasing grants to sub-national governments during recessions and reducing them during fiscal consolidation. They also do so by strengthening fiscal rules and through the enforcement of those rules during consolidation periods.   In general, local fiscal behavior does support the goals of national fiscal policy.   During recessionary periods, national government behavior generally mitigates the effect of local government own-source revenue declines to some extent through increased grants. However, during periods of slow economic growth, when national governments pursue fiscal consolidation and austerity, grant reductions expose local governments to the full force of own-source revenue declines.   The first part of the report provides information on all OECD countries for which appropriate data are available, while the second part focuses on six countries for which the author presents additional data and more intensive analysis (Germany, Italy, Poland, Spain, the United Kingdom, and the United States).

This report examines how best to maintain a rules-based international system as the material and ideological hegemony of the West wanes. The aim of this study is to fill a significant gap in the existing literature on the role of non-state actors, ranging from rebels and criminal gangs at one extreme to the corporate security industry at the other. As part of the general privatisation of the security sector in the western world, combined with the US-led war on terror, non-state actors have increasingly been tied to the foreign policy priorities of the dominant western military powers. Iraq and Afghanistan are the examples often used, and are well-described in other chapters in this book. In sub-Saharan Africa, as in many fragile states around the world, this picture is blurred, and it is often difficult to make clear distinctions between public and private, or between illegal and legal etc., (non)-state actors. According to much of the academic literature, the nature of war changed dramatically in the last part of the twentieth century, especially after the end of the Cold War. According to this logic there is a dichotomy between war as a social phenomenon and warfare as the domain of the state, as envisaged by the late Prussian military theorist, Carl von Clausewitz, in the shape of the “Trinitarian War”. The lack of capacity on the part of predominately Third World states to control conflicts has led to low-intensity conflicts (LIC), which can be witnessed, for instance, in Uganda, the Democratic Republic of Congo, Colombia and Sri Lanka. Since the end of the Cold War it has been common for weak state rulers with formal state legitimacy but not empirical legitimacy to have continued to enjoy international recognition because of international fears that they are the only barrier against a total collapse. Amongst other things this paved the way for an expansion of the market for private military and security companies (PMSC) such as the South African-based Executive Outcomes (EO) in the 1990s. However, the lack of state capacity led to a sub-contracting, willingly or unwillingly, of the state’s monopoly on the use of force to non-state actors, PMSCs and semi-state actors, like local militias, warlords, criminal gangs and vigilant groups, in an attempt to secure weak state leaders’ positions. In the competition for state control internationally recognised leaders have an advantage over their non-state rivals because they can seek military help outside their countries with the agreement of the international community and in accordance with international law.

Сама жизнь всегда показывает, что любое дело  без должной одухотворённости обречено на провал и не может быть реализовано в полном объёме задуманного. Идея объединения двух славянских государств – России и Беларуси родилась в головах двух тогдашних лидеров Ельцина и Лукашенко в начале девяностых годов прошлого столетия. В целом она имела положительный характер, если бы это предполагаемое объединение происходило  во всем понятной и приемлемой для всех форме. Первое – это понимание каждым гражданином данных государств и добрая воля на такое объединение, что было самым сложным. Но, если  данная проблема была бы решена, и при этом был бы  найден общий интерес и не только материальный, а,  в первую очередь, духовный, тогда строящееся здание Союза было бы прочным и долговечным, так как это основа. Вторым немаловажным условием являлось то, насколько власть предержащие могли поделить её на общем уровне, хотели бы объединиться и управлять совместно, разделив функции и полномочия, что было тоже не праздной и лёгкой задачей и по значимости находилось на втором месте. И третий вопрос заключался в том, как в последний момент руководители двух государств могли развестись между собой – кто будет под кем и каким образом. Перспективы на тот момент были достаточно сложные, возникло много противоречий, на которых стали играть враги этого объединения. Это могло продолжаться бесконечно, что мы и наблюдаем, поскольку много всего накопилось и, в первую очередь, понимания как такового в людях ещё не созрело. Большинство людей не могли выжить самостоятельно, сами по себе в этих государствах и ясную перспективу объединения тогда никто реально себе не представлял.

Lots of people feel that Optimism is positive and Pessimism is negative. They believe that every one should be optimistic. Optimists believe that people should not worry about their future or the future of their children but just enjoy the present. The Author believes that Optimists are a dangerous breed. Ronald Regan, an optimist, believed that financial institutions were best regulated by market forces and dismantled the regulatory mechanism established by the United States’ Administration to monitor the activities of banks and other financial institutions after the Great Depression. His optimistic deregulation of the banks and financial institutions enabled corporate greed to create the Sub Prime Mortgage Bubble that burst in 2007-2008 causing the global financial meltdown and brought Capitalism into crisis. The Optimists in the British Petroleum management tried to save a few million dollars in cost by not using a remote controlled blowout preventer while drilling for oil in the Gulf of Mexico and caused one of the worst drilling and ecological disasters in the history of oil production. The Optimists in the Tokyo Electric Company, to save costs, allowed its nuclear reactors at Fukushima Daiichi Nuclear Power Plant to be designed to withstand an earthquake of 7 on the Richter scale even though Japan is located in a seismically active zone where earthquakes of strength 9 and above have occurred earlier. The plant was not designed to resist tsunamis. The life of reactor number 1, which was forty years old, was extended by 10 years without due diligence. So, when an earthquake of 9 on the Richter scale and tsunami hit Japan on March 11, 2011, the nuclear power plant was severely damaged and resulted in the second most disastrous situation at a nuclear power plant in the world. Instances of disasters caused by decisions of optimists are endless. Dangers posed by Optimism need to be exposed so that the world becomes a less dangerous place to live in. The Rational Pessimists, contrary to popular belief, are not alarmists. They do not believe that the world is coming to an end or that the standard of living of all the people of the world is going down. They do not believe that the United States and Europe, though in terminal decline as economic powers, are going to disappear from the face of the earth. They believe that most innovations and developments in science and technology are beneficial to mankind. They are ready to concede that we have made great strides in science and technologies and will continue to make progress and achieve new landmarks. The Rational Pessimist is actually a realist. He is aware of the dangers that lurk in this world and take reasonable precautions. Rational pessimism stems from two fundamental truths. The first fundamental truth is that in spite of all the progress we have made in science and technology, man is powerless in the face of the fury of nature. It has no answer to earthquakes, tsunamis, floods, hurricanes, volcanic eruptions and droughts which periodically ravage the earth bringing death and destruction in its wake. The other fundamental truth is that in spite of all the progress in science and technology and the increased prosperity that it has brought, human nature has changed for the worse. Satanic traits like greed, arrogance, cruelty, intolerance, lust, deceit, selfishness have spread like wildfire while Godly traits like compassion, honesty, humility, tolerance, forgiveness, charity, fidelity, prudence and a willingness to share is declining day by day. This book seeks to highlight the reasons on which “Rational Pessimism” is based. This book also seeks to make the readers “Rational Pessimists” who hope for the best but prepare for the worst.
