A few years ago the world was suddenly astounded by hearing of an experiment of a most novel and daring nature, altogether unprecedented in the annals of science. In accordance with the Cambridge men's note, the cannon intended to discharge the projectile was to be planted in some country not further than 28° north or south from the equator, so that it might be aimed vertically at the Moon in the zenith. The bullet was to be animated with an initial velocity of 12,000 yards to the second. It was to be fired off on the night of December 1st, at thirteen minutes and twenty seconds before eleven o'clock, precisely. Four days afterwards it was to hit the Moon, at the very moment that she reached her perigee, that is to say, her nearest point to the Earth, about 228,000 miles distant. The leading members of the Club, namely President Barbican, Secretary Marston, Major Elphinstone and General Morgan, forming the executive committee, held several meetings to discuss the shape and material of the bullet, the nature and position of the cannon, and the quantity and quality of the powder. These questions settled, Barbican, aided by Murphy, the Chief Engineer of the Cold Spring Iron Works, selected a spot in Florida, near the 27th degree north latitude, called Stony Hill, where after the performance of many wonderful feats in mining engineering, the Columbiad was successfully cast. Things had reached this state when an incident occurred which excited the general interest a hundred fold.

In some brains it appears simply as an indentation of the margin of the hemisphere, but, in others, it extends for some distance more or less transversely outwards. I saw t in the right hemisphere of a female brain pass more than two inches outwards; and on another specimen, also the right hemisphere, it proceeded for four-tenths of an inch outwards, and then extended downwards, as far as the lower margin of the outer surface of the hemisphere. The imperfect definition of this fissure in the majority of human brains, as compared with its remarkable distinctness in the brain of most Quadrumana, is owing to the presence, in the former, of certain superficial, well marked, secondary convolutions which bridge it over and connect the parietal with the occipital lobe. The closer the first of these bridging gyri lies to the longitudinal fissure, the shorter is the external parieto-occipital fissure (loc. cit. p. 12).

It is an science book. In Cornu's elaborate memoir upon the determination of the velocity of light, several objections are made to the plan followed by Foucault, which will be considered in the latter part of this work. It may, however, be stated that the most important among these was that the deflection was too small to be measured with the required degree of accuracy. In order to employ this method, therefore, it was absolutely necessary that the deflection should be increased. In November, 1877, a modification of Foucault's arrangement suggested itself, by which this result could be accomplished. Between this time and March of the following year a number of preliminary experiments were performed in order to familiarize myself with the optical arrangements. The first experiment tried with the revolving mirror produced a deflection considerably greater than that obtained by Foucault. Thus far the only apparatus used was such as could be adapted from the apparatus in the laboratory of the Naval Academy. At the expense of dollar 10 a revolving mirror was made, which could execute 128 turns per second. The apparatus was installed in May, 1878, at the laboratory. The distance used was 500 feet, and the deflection was about twenty times that obtained by Foucault.

The present book, as originally planned over seven years ago, was to be a simplified paraphrase or restatement of the principles embodied in Friedrich Ratzel’s Anthropo-Geographie. The German work is difficult reading even for Germans. To most English and American students of geographic environment it is a closed book, a treasure-house bolted and barred. Ratzel himself realized “that any English form could not be a literal translation, but must be adapted to the Anglo-Celtic and especially to the Anglo-American mind.” The writer undertook, with Ratzel’s approval, to make such an adapted restatement of the principles, with a view to making them pass current where they are now unknown. But the initial stages of the work revealed the necessity of a radical modification of the original plan.

The endowment of astronomical observatories devoted to research, and not including that given for teaching, is estimated to amount to half a million dollars annually. Several of the larger observatories have an annual income of fifty thousand dollars.
